Construction in Delacombe – Ministerial Response

Original constituency question from Juliana Addison MP to Parliament –

My constituency question is directed to the Minister for Housing in the other place about the Leawarra neighbourhood housing project in Delacombe, which will revitalise the area in my electorate of Wendouree.

The Allan Labor government is transforming the Leawarra Crescent neighbourhood in Delacombe. The project will see the construction of 150 new, modern, one-, two- and three-bedroom homes that will be energy efficient and environmentally sustainable. I am so pleased that these new homes will be in newly designed streets that will be well lit with better connections and open public spaces, creating a safe, vibrant and family-friendly neighbourhood.

Minister, when will the construction phase of the Leawarra neighbourhood housing project in Delacombe commence? I am so proud of this project that will deliver social and affordable housing in Delacombe, and I look forward to sharing the response from the minister with my community.

Response from the Hon. Harriet Shing MP, Minister for Housing (23 September 2024) –

The Delacombe Project Main Works Contractor Request for Proposal is currently out to market with the appointment of the Volume Builder/Contractor expected in October 2024. The procurement model is a Design and Construct contract, meaning the design can only commence once the builder is engaged.

Schematic design for the Neighbourhood Precinct and associated townhouses will commence immediately upon Contractor appointment, to be completed by Q1 2025.

Pre-application consultation with the Department of Transport and Planning under the 52.20 pathway will be undertaken during schematic design with pre-lodgement documentation to be presented to DTP, Referral Authorities and Council in Q2 2025. A three-week public consultation process as required for the 52.20 application will be undertaken in Q2 2025 with the mandatory consultation report submitted to DTP in Q3 2025.

A comprehensive Building and Works application package will be submitted to DTP in Q3 2025 for planning exemption approval and to Council for subdivision approval.

Civil and infrastructure work for Separable Portion 1 consisting of 75 dwellings will commence Q4 2025 with Built Form construction to commence Q2 2026. Practical completion scheduled for mid-2027.

Civil and infrastructure work for Separable Portion 2 consisting of 106 dwellings will commence Q1 2026 with Built Form construction to commence Q4 2026. Practical completion for this second portion of homes is scheduled for early 2028.
